Why not the cloud

There is usually no connection here, and no power budget to make one. There is no GPU to fall back on and no disk to page from. Methods that shrink a model by moving parts of it to storage have nothing to move it to. A model either fits in the memory on the chip or it does not run, and that constraint is what the whole method was built for.
